Paul Bates
Dean and Industry Professor in Financial Management Services at the DeGroote School of Business at McMaster University

Professor Paul Bates has been a leader and educator in the Canadian business community for more than two decades. Prof. Bates also serves as a member of the Board of Governors at McMaster University. As former Adjunct Professor at the University of Toronto's Rotman School of Management, he was awarded the Outstanding Teacher Award in 2003 and again in 2004. Mr. Bates has just completed a second edition of his best-selling book, Sales Force Management in the Financial Services.

Following service on the boards of the Toronto Stock Exchange and the Canadian Investment Dealers Association, in 2003 Prof. Bates was appointed as a part-time commissioner to the Ontario Securities Commission. Bates has held the president's office at four major brokerage and investment firms, most recently at the helm of Charles Schwab Canada (later acquired by Bank of Nova Scotia). In 2000, he was recognized by his peers when he was chosen as the Most Influential Broker of the Year by Investment Executive Magazine. In 2002, Prof. Bates was awarded the Queen's Jubilee Medal for community service. This commemorative medal is awarded to Canadians who, over the past 50 years, have helped create the Canada of today. He is the past board chair at the Canadian Psychiatric Research Foundation and lends time to Evangel Hall, a Toronto shelter for the homeless and working poor.


John De Goey CFP
Senior Financial Advisor, Burgeonvest Securities Limited

Author, media resource, keynote speaker and award winner, John DeGoey has built his practice (over the last 13 years) through professionalism and integrity. He holds a Masters in Public Administration and is a Certified Investment Manager (CIM), Fellow of the Canadian Securities Institute (FCSI), Trust and Estate Practitioner (TEP) and Certified Financial Planner (CFP). John is the author of 'The Professional Financial Advisor II' and a regular columnist for The National Post, Canadian Money Saver and Advisor's Edge Report. He speaks to companies on matters of professionalism and process and is Past President, Canadian Association of Financial Planners, Toronto Chapter. He also is the recipient of the national Multi-Media Award in 2001 from the Canadian Association of Financial Planners. An energetic and articulate national authority on matters of financial advice, compensation transparency, ethics and the appropriateness of investment products and strategies, John is among the leaders challenging a sales-cultured industry to evolve into a bonafide profession.


Jocelyne Houle-LeSarge
Executive Director, Institut québécois de planification financière (IQPF)

Jocelyne Houle-LeSarge is Executive director of the Institut québécois de planification financière (IQPF) since 2002. She sits on the executive committee.

Ms. Houle-LeSarge has been a member of the Ordre des CGA du Québec since 1983, and chaired the organization in 1999-2000. She was named a member for life and made a Fellow in 1997 in recognition for her commitment and initiative. She was also a member of the Board of Directors of CGA-Canada and was active in a number of its committees. In 2005, she was granted the Québec Interprofessional Council's Mérite Award for her contribution to the advancement of her profession and Québec's professional system.

Ms. Houle-LeSarge has several years of experience in operational and financial management at financial institutions and in the service industry. In 1997, she participated in the first women's trade mission to Washington, organized by the Canadian government. Her expertise in finance led the Minister of Foreign Affairs and International Trade to nominate her to the Sectoral Advisory Group on International Trade, for the service sector.

Ms. Houle-LeSarge is often called upon to host or speak at various industry events and conferences, and is also a regular contributor to "Votre argent", a financial program broadcasted on TVA's news channel LCN-A.

Since January 2006, Ms. Houle-LeSarge is Vice-chair of the Caisse Desjardins de l'Île-des-Sœurs' Board of Directors.

In 2003, Ms. Houle-LeSarge was elected Chair of Question Retraite, a public-private group that promotes financial security in retirement. She still holds this position to this day.


Joan Huzar
Past President, Consumers Council of Canada

Joan Huzar is a founding member of the Consumers Council of Canada, and has been active in consumer matters for over 20 years. Ms Huzar was active in the Consumers' Association of Canada at both the Ontario and National level and moved to form the Consumers Council of Canada following the demise of CAC(Ont) in 1994. A broad interest in consumer issues has seen participation on a range of committees and boards, among them, Canada Post's Consumer Advisory Panel, the Ontario Fair Tax Commission's Working Group on Environment and Taxation, The Ethics and Discipline Task Force of the Real Estate Council of Ontario, board member and Vice-Chair of the Ontario New Home Warranty Program (1987-1998) and a Trustee of the Ontario Motor Vehicle Compensation Fund. Currently, as well as serving as Past President of the Council, Ms Huzar is a member of the board of the Canadian Energy Efficiency Alliance, a member of the Management Advisory Board of Industry Canada's Office of the Superintendent of Bankruptcy and a member of the Canadian Commission on Building and Fire Codes and a member of its Executive Committee.


Donald Johnston
Past President and CEO, Financial Planners Standards Council

Donald Johnston founded FPSC in 1995 with a vision and unrelenting passion to create the foundation for a profession through the development of a made-in-Canada certification based on uniform, rigorous requirements in education, examination, ethics and experience. Johnston, rallied support for his mandate from key influential organizations in the industry, and, in 1996, secured the rights for FPSC to be sole licensor of the internationally recognized CFP® professional certification marks in Canada.

Under Johnston’s leadership, FPSC has continued to ensure the ongoing relevance, integrity and rigour of the CFP standards. A few examples: the CFP® Financial Planning Practice Standards; the ongoing refinement of the certification process, including the national CFP® Examination and the recently completed financial planning competency analysis; and an ongoing and powerful public awareness effort that has contributed to an increase in public understanding and appreciation of financial planning and the value of hiring a CFP professional.

Johnston was the 2006 recipient of the award that bears his name. He retired at the end of June 2006.


Donna MacCandlish CFP
VP, CIBC

Donna has broad-based experience across staff and line functions within CIBC and previously at Royal Bank. Throughout her career she has worked with individual, small business, commercial and large corporate clients. In recent years she was instrumental in developing and implementing core strategic initiatives to differentiate CIBC through its financial advisory offer. During roughly the same 10 year time frame that Don Johnston and his team were building FPSC so as to raise the professionalism of advisors and strengthen financial planning, Donna built and grew a new operating unit within CIBC dedicated to helping advisers provide sound financial advice to their clients.

As Vice President, Financial Solutions Support, Donna lead a team of over 50 professionals, the majority of whom were CFP accredited, to build sales force capability and enhance the client experience. The group provided on-demand expert information and advice; training, continuing education, accreditation and local sales support; and distributed financial advisory, educational communications and seminars in print and through its “Knowledge Exchange” intranet site.

Most recently Donna acted as CIBC’s Ombudsman, leading a small team of case managers to facilitate the resolution of escalated clients’ complaints and to share knowledge with businesses across CIBC so as to flag opportunities for improvement.

Donna’s core expertise lies in the areas of training, communication and financial planning. She obtained her CFP designation in 1996 and CSA in 2004, majored in Psychology at Carleton University and holds various certificates in E-learning, Instructional Design and Alternative Dispute Resolution from, respectively, the University of Toronto, Friesen Kaye & Associates and the University of Windsor.


David Wild
Chair, Saskatchewan Financial Securities Commission

Dave Wild was appointed as Chair of the Securities Commission in August, 2001. He was appointed as Chair of the Financial Services Commission on February 1, 2003. He is also the Superintendent of Pensions and responsible for the administration of The Pension Benefits Act in Saskatchewan. He is an active member of the Canadian Association of Pension Supervisory Authorities and the Joint Forum of Financial Market Regulators. Mr. Wild has significant experience as a pension plan administrator in the public sector in Saskatchewan. He has also worked as an asset management consultant providing investment advice to pension plans, and was involved in the establishment of the Saskatchewan Pension Plan.

The final selection will be made by the FPSC Board of Directors.
